About Julien

Julien Modica has a strong record of perseverance, leadership and service that embodies his unwavering lifetime commitment to hard work and fighting for real results. His life journey has given him a first-hand understanding and compassion for our veterans readjusting to life back home after bravely serving their country and families facing inadequate health care and skyrocketing costs. Julien has earned the reputation of a fighter who will not give up when faced with a tough battle. He will bring that same unrelenting spirit and passion to Washington as a leader who puts the interests of Virginians above that of special interests and partisan bickering to accomplish real results for Virginia families.

photoAs a young boy, Julien came to America with his family seeking the American Dream and has lived in Virginia for almost 40 years. Raised in Fairfax County, Julien was blessed with a loving community who taught the value of service and hard work through their example. A star athlete in high school, Julien graduated from Herndon High School in 1978 and went on to attend the U.S. Naval Academy Prep School and the U.S. Naval Academy. In 1987 he earned a degree from American University and went on to obtain a Masters in Public Health from Eastern Virginia Medical School and a Masters in Public Policy from George Mason University.

The values instilled in him as a child can be seen throughout Julien’s actions in life. As editor of a highly respected medical journal and leader in the field of TBI, he has received acclaim and respect from fellow professionals and community leaders. As Founder, President and Executive Director of The JMA Foundation, Inc., Julien is committed to working with and improving the lives and recovery of those who have suffered from traumatic brain injury.

As the President and CEO of The JMA Foundation, Inc./Brain Trauma Recovery and Policy Institute, Julien provides a voice and advocates for strengthening governmental policies on healthcare. In the wake of the Iraq war and the Walter Reed Medical Center scandal, he organized a national town hall meeting addressing inadequacies of the VA health care system. As a result, the Department of Defense established The Defense Center of Excellence for Psychological Health and Traumatic Brain Injury to ensure veterans returning from Iraq and Afghanistan have their health care needs fully addressed.

With his personal determination to overcome adversity and his steadfast dedication to serving our veterans, Julien Modica’s entire life has been rooted in the values and ideals that make our Country great. Julien believes that we all have a duty to serve a cause greater than our own self-interest and has spent his life fighting for these values. These are Virginia values and he’ll keep fighting for them in Washington.
